Matthew Murphy is the Chief Operating Officer of Crisis Shield, bringing over two decades of senior and executive leadership experience across crisis management, emergency management, operational resilience, security, and governance.
Matthew is a 20-year veteran of the Australian Army, serving as an officer within Special Operations, where he led teams in complex, high-risk environments both domestically and internationally. Building on his operational and strategic foundations, he has led crisis preparedness and response initiatives across government, critical infrastructure, energy, health, education, and local government sectors.
His expertise spans the full crisis management lifecycle - from risk identification and consequence-led scenario design through to executive-level exercises, real-world incident response, post-incident assurance, and continuous improvement. With formal qualifications including a Master of Business Administration (MBA), Master of Science (Industrial Hygiene), postgraduate studies in strategic leadership, and multiple diplomas in public safety, emergency management, government security, and risk management, Matthew combines deep technical knowledge with strong commercial and operational acumen.
As COO, Matthew is responsible for Crisis Shield’s operational performance, capability development, quality assurance, and client delivery. He oversees the design and execution of crisis simulations, executive training programs, and organisational resilience frameworks, ensuring solutions are practical, defensible, and aligned to regulatory and governance expectations.
Matthew is particularly recognised for designing realistic, consequence-led crisis scenarios — including cyber incidents, infrastructure failure, deepfake and disinformation threats, safety incidents, and multi-agency emergencies — that test leadership, decision-making, and coordination under pressure. His work supports boards and executives to build confidence, clarity, and capability before a crisis occurs.
